Transport for London (TfL) has confirmed it is planning to submit a final business case for the Gallows Corner flyover this spring, as it looks to refurbish and strengthen the junction. 

The transport body told the Recorder last May that it was intending on repairing the 1970s flyover, after announcing the year before it was considering closing it unless further government funding was provided

This led to considerable concern locally, with former Havering Council leader, Damian White, saying in November 2021: “For years residents have had to put up with a flyover that’s well past its sell-by-date and a junction that’s gridlocked, dangerous and simply unfit for purpose.” 

A draft business case was submitted by TfL to the Department for Transport (DfT) last year, followed by two months of further investigations and surveys during September and October into the extent of the work required

A spokesperson has now confirmed that the final business case, which must be approved by the DfT before funding can be secured, is hoped to be filed this spring. 

David Rowe, TfL's director of investment delivery planning, said: “We’re working hard to secure the funding needed for Gallows Corner, which was built in the 1970s and is in need of major repairs.  

“We have assessed all options for its renewal thoroughly and are moving forwards with plans for a scheme which will refurbish and strengthen the flyover using the latest materials. We are now carefully analysing engineering data from our investigations on the flyover, which we will use as part of our final business case submission to the DfT.  

“We’re also continuing work on our designs for the scheme while the business case is being prepared, which will allow us to move forwards with the scheme as quickly as possible if funding is approved.”

Romford MP Andrew Rosindell previously called the confirmed investment into the Gallows Corner flyover as “long overdue”. 

“Many of my constituents have been frustrated for decades about the shambles that is the Gallows Corner roundabout and flyover,” he said. 

"It is a key junction in my constituency and many people in Romford use it daily.”
