EIGHT people were fined nearly £12,000 collectively for fly-tipping in Basingstoke last year. Figures obtained by the Gazette from Basingstoke and Deane Borough Council show that a total of £11,849 in fines and costs were paid by people prosecuted for fly-tipping during 2019.
The council has warned that it will take action against those who commit the offence, with Councillor Hayley Eachus, the council’s cabinet member for environment and enforcement, saying: “We take fly-tipping extremely seriously and it is heartening to see that the courts share our views.
“Dumping waste is a real blight on our borough and it’s completely unacceptable. We will take action against those responsible, whether the fly-tipping is on private or public land, and I would encourage anyone with any information about an incident to contact us directly.”
Below is a break-down of the individuals fined for fly-tipping in Basingstoke and Deane last year.
Louie Paget, of Butts Meadow, Hook The 21-year-old pleaded guilty at Basingstoke Magistrates’ Court to fly-tipping in Greywell Road, Mapledurwell. He was paid £90 to remove rolled carpet and carpet poles from a business in Fleet in July, to take to an authorised council site. Instead, he illegally dumped it in a byway.
A passer-by noticed the waste and delivery notes relating to the company and put a review on their website criticising their waste management practices, the court heard.
Paget was then contacted by the owner and they both cleared the waste the same day. At the hearing on December 5, he was fined £350 and ordered to pay £100 towards prosecution costs along with £35 victim surcharge.
Paget was given credit for an early guilty plea and for clearing up the waste, and it was also noted he was of previous good character.
Daniel Korpa-Ondo,of Aldworth Crescent, Basingstoke
The 36-year-old pleaded guilty to fly-tipping after dumping soil and stones in Old Basing.
Basingstoke Magistrates’ Court heard on October 3 that Korpa-Ondo was spotted by a member of the public dumping the wate from his house at a clearing off Redbridge Lane.
He admitted dumping the soil and stones from his rear garden on two separate occasions and was fined £243 and ordered to pay £650 prosecution costs and £44 victim surcharge.
Lyle Berends, of The Topiary, Lychpit
The 29-year-old, a director of Loddon Properties estate agents, was spotted dumping furniture from a hire van into a privately owned field off Shothanger Lane, in Wootton St Lawrence on April 26, 2017.
He was convicted at Basingstoke Magistrates’ Court on July 11 last year after pleading guilty to fly-tipping and fined £1,835 along with £1,400 prosecution costs and £170 victim surcharge.
Dumped waste found at the scene included a sofa bed, large office chairs, fabric panels and a microwave.
Wayne Rolf, of Widmore Road, Basingstoke
Rolf was caught dumping household waste consisting of soil, turf and a plastic bag in a privately controlled Basingstoke car park.
The 53-yar-old pleaded guilty to fly-tipping after images from a camera system at Battledown car park, in Pack Lane, were passed to the council for investigation.
The images showed a white plastic bin bag and green waste from garden waste bags being thrown from a car onto the ground.
Basingstoke magistrates fined Rolfe £330 and ordered him to pay £250 prosecution costs plus £33 victim surcharge.
Emma Lipscombe and Ralph Massen
The couple, of Park Prewett Road, Basingstoke were found guilty of fly-tipping after dumping six chairs in the bushes outside their former home in Pitcairn Close, Popley.
The chairs were recognised by the new tenants who saw them in the home when they had visited to sign the tenancy agreement.
The pair failed to attend the hearing at Aldershot Magistrates’ Court where they were convicted on March 6 and each fined £1,320, along with £628 prosecution costs and £132 victim surcharge.
They had both pleaded not guilty to the offence at a hearing at Basingstoke Magistrates Court on January 31 last year.
Ricky Bryne and Torren Kirrage
Were prosecuted for fly-tipping bags of render material in Sherborne Road, Sherborne St John.
They were each fined £440 at Basingstoke Magistrates’ Court on October 3 and ordered to pay £555.50 in costs, £44 victim surcharge and £92 clearance costs.
