LONDON BOROUGH OF MERTON PROPOSED WAITING RESTRICTIONS IN VARIOUS ROADS THE MERTON (WAITING AND LOADING RESTRICTION)

(AMENDMENT NO. *) ORDER 201* THE MERTON (WAITING AND LOADING RESTRICTION) (WIMBLEDON VILLAGE) ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the "Waiting and Loading'' Order would be to further amend existing Merton waiting and loading restriction orders so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 20 minutes) would be prohibited at any time in the lengths of roads or lengths of roads listed in the Schedule to this Notice.



3. The general effect of the "Waiting and Loading Wimbledon Village Order would be to:



(a) revoke the Merton (Waiting and Loading Restriction) (Wimbledon Village) Order 2018, and



(b) reintroduce its provisions with amendments so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited at any time in Denmark Road, the north-east side, from a point 10 metres south-east of the south-eastern kerb-line of Ridge Road, south­eastward for a distance of 20.5 metres.



4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.



5. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/WR2019B1, no later than 22 February 2019.

ARTHUR ROAD, KT3, the north-east side, from a point 1 metre south-east of a point in line with the north-western boundary of No. 1 Arthur Road north-westward for a distance of 15 metres.

CAMBORNE ROAD, SM4, immediately outside No. 70 Camborne Road, from a point 4 metres south-east of the common boundary of Nos. 68 and 70 Camborne Road to a point opposite the common boundary of Nos. 105 and 107 Camborne Road.

4.5 metres south-west of a point in line with the north-eastern building wall of

No. 25 Deer Park Road north-eastward for a distance of 15.5 metres.

LONDON BOROUGH OF MERTON Provision and Removal of Disabled Persons Parking Places THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 231) ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 30 January 2019, under the powers conferred by sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, made the above-mentioned Order.



2. The general effect of the 'Free Parking Places' Order will be to: -



(a) designate a parking place on the carriageway at the location listed in Schedule 1 to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;



(b) provide that the parking place will operate at all times, unless otherwise stated;



(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;



(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;



(e) revoke the disabled persons parking place at the location listed in Schedule 2 to this notice.



3. A copy of the Order, which will come into force on 11 February 2019, and other documents giving more detailed particulars of the Order, including plans specifying the lengths of roads affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.



4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON PROPOSED MODIFICATIONS TO THE TRAFFIC SIGNAL JUNCTION AT MARTIN WAY/BUSHEY ROAD

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, after consultation with the Commissioner of Police of the Metropolis and under powers conferred by section 23 of the Road Traffic Regulation Act 1984, to improve pedestrian safety, intend to modify the existing traffic signals at the junction of Martin Way with Bushey Road to incorporate pedestrian crossing facilities in Martin Way.



2. The Scheme Impact Report and associated modelling for this scheme has highlighted potential increased wait times for pedestrians and potential 1 to 2 minute delays for buses and general traffic.



3. A copy of this notice and a plan showing the location of the proposed crossing can be inspected during normal office hours on Monday to Friday at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.



4. Any persons desiring to comment on the proposals should send a statement in writing to the Environment and Regeneration Department, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafticandhighways@merton.gov.uk quoting reference ES/MWSP no later than 22 February 2018.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2019

1. The London Borough of Merton Council hereby give notice that to facilitate barrier repair and associated works at the northernmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.



2. Whilst the works take place no person would:-



(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;



(b) enter or proceed in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



5. The alternative routes for:-



(a) vehicles affected by the closure would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane and vice versa;



(b) pedestrians affected by the closure would be via the adjacent footbridge.



6. Nothing in the Order would apply: -



(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;



(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) to any vehicle being used for police, fire brigade or ambulance purposes; or



(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.



7. The Order would come into operation at 11 pm on Saturday 23rd February 2019 and remain in force until 7am on 25th February 2019. It is expected that the works would take place over 2 nights between 11 pm and 7.00am the next day or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

NELSON GROVE ROAD, SOUTH WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate the installation of new sewer connections and associated works in Nelson Grove Road, South Wimbledon, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.



2. During the works no person will cause or permit any vehicle to enter, proceed or wait, including for the purpose of loading or unloading a vehicle, in Nelson Grove Road, South Wimbledon, between its junction with Pincott Road and its junction with Doel Close.



3. Any designated parking place situated in the length of Nelson Grove Road specified in paragraph 2 above will be suspended for the duration of the works in that length of road.



4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order will apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or a Civil Enforcement Officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



6. Vehicular traffic affected by the road closure should proceed by way of Pincott Road, High Path and Abbey Road and vice-versa or by way of Merantum Way, Christchurch Road, Priory Road and Merton High Street and vice-versa.



7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



8. The Order will come into force on Monday 11th February 2019 and it is expected that the works will be completed within 10 working days. However, the Order will remain in force for a period of 6 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

CANNON HILL LANE, RAYNES PARK (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate water main and associated works in Cannon Hill Lane, Raynes Park, they intend to make an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.



2. Whilst the works take place no person will:-



(a) cause or permit any vehicle to enter or proceed in Cannon Hill Lane, between its junction with Kingston Road and its junction with Aylward Road; or



(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in Cannon Hill Lane, between its junction with Kingston Road and its junction with Cleveland Avenue.



3. Any designated parking place situated in the length of Cannon Hill Lane specified in paragraph 2(b) above will be suspended for the duration of the works in that length of road.
