EASTFIELDS ROAD AND GROVE ROAD, CR4 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2017

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
EASTFIELDS ROAD AND GROVE ROAD, CR4 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2017

1. The London Borough of Merton Council hereby give notice that to facilitate level crossing upgrading works at the Eastfields Road level crossing, they intend to make an Order, the effect of which would be to temporarily prohibit vehicular traffic in Eastfields Road and Grove Road.

2. Whilst the works take place no person would cause or permit any vehicle to enter, proceed, wait, load or unload in:

(a) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and
(b) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 10 metres.

3. The prohibition would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular access to properties adjacent to the prohibited lengths of road would be maintained insofar as access is reasonably practicable without interference with the said works.

5. Alternative routes for diverted traffic would be as follows: (a) from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road; (b)from Eastfields Road, via Lock's Lane, London Road, Upper Green East, Commonside East, Cedar Avenue, Tamworth Lane and Grove Road.

6. Nothing in the Order would apply to: -

(a)any vehicle being used in connection with the execution of the said works; or
(b)anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c)any vehicle being used for police, fire brigade or ambulance purposes.

7. The Order would apply from 11 pm on Friday 6th October 2017 until 5am on Monday 9th October 2017.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WORPLE ROAD, WIMBLEDON (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017

1. The Council of the London Borough of Merton hereby give notice that to facilitate carriageway treatment works in Worple Road they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works on the north-west side of Worple Road, between its junction with Courthope Villas and its junction with Elm Grove, no person will cause or permit any vehicle to:-

(a) proceed in Worple Road, between its junction with Courthope Villas and its junction with Elm Grove other than in a generally south-westbound direction; or
(b)wait, including for the purposes of loading or unloading, in the length of road specified in sub-paragraph 2(a) above; or
(c)turn right into Worple Road from:-

(i) Spencer Hill Road;
(ii) Salisbury Road;
(iii) Cranbrook Road;
(iv) Elm Grove; or

(d) enter or proceed in:-

(i) Denmark Avenue, from the north-western kerb-line of Worple Road north-westward for a distance of 10 metres;
(ii) Spencer Hill from the north-western kerb-line of Worple Road north-westward for a distance of 10 metres;
(iii) Thornton Hill, from the north-western kerb-line of Worple Road north-westward for a distance of 10 metres.

3. During the works on the south-east side of Worple Road between its junction with Courthope Villas and its junction with Elm Grove, no person will cause or permit any vehicle to:-

(a) proceed in Worple Road, between its junction with Courthope Villas and its junction with Elm Grove other than in a generally north-eastbound direction; or
(b)wait, including for the purposes of loading or unloading, in the length of road specified in sub-paragraph 2(a) above; or
(c)turn left into Worple Road from:-

(i) Spencer Hill Road;
(ii) Salisbury Road;
(iii) Cranbrook Road; or

(d)turn right into Worple Road from:-

(i) Denmark Avenue;
(ii) Spencer Hill;
(iii) Thornton Hill.

4. Any designated parking place situated in the lengths of roads specified in paragraphs 2(b) or 3(b) above will be suspended for the duration of the works.

5. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

6. Vehicular traffic affected by the north-eastbound closure should proceed by way of Pepys Road, Raynes Park Bridge, Approach Road, Kingston Road, Lower Downs Road, Hartfield Road, Wimbledon Bridge and Wimbledon Hill Road.

7. Vehicular traffic affected by the south-west bound closure should proceed by way of Wimbledon Hill Road, High Street, Wimbledon, Ridgway, Copse Hill, Coombe Lane and Lambton Road.

8. Nothing in the Order will apply to: -

(a)any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c)any vehicle being used for police, fire brigade or ambulance purposes; or
(d)any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads in so far as access is reasonably practicable without interference with the said works.

9. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

10. The Order will come into operation on Tuesday 19 September 2017 and it is anticipated that the works on the north-west side of the above-mentioned length of Worple Road which will necessitate a north-eastbound closure will take place between 9pm and midnight on 19 September 2017 and between midnight and 3am on 20 September 2017 whilst the works on the south-east side of the above-mentioned length of Worple Road which will necessitate a south-westbound closure will take place between 9pm and midnight on 20 September 2017 and between midnight and 3am on 21 September 2017. However, the Order will remain in force until 18 March 2018 and its provisions will be re-introduced during that time should further works be required.

LONDON BOROUGH OF MERTON AMENDMENT TO FREE LOADING BAYS IN LOMBARD ROAD THE MERTON (GOODS VEHICLES) (FREE LOADING BAYS) (NO. 1) ORDER 2017

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 11 September 2017, made the above-mentioned Order under the powers conferred by sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Free Loading Bays" Order will be to:

(a) re-designate the existing free loading bays in Lombard Road in the vicinity of Nos. 9, 13, 17, 25 and 27 Lombard Road so that they operate "at any time" with no period of maximum stay; and
(b) specify that motor vehicles or trailers constructed or adapted for use for the carriage or haulage of goods or burden of any description may be used subject to the provisions of the Order for the purpose of continuous loading and unloading in those free loading bays.

3. A copy of the Order, which will come into force on 22 September 2017, and other documents giving more detailed particulars of the Order, including a plan specifying the lengths of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

TOWN AND COUNTRY PLANNING ACT 1990 LONDON BOROUGH OF MERTON The Stopping Up of Highways (London Borough of Merton) (Land at Ravensbury Grove Mitcham CR4 4DL) Order 2017

NOTICE IS HEREBY GIVEN that on 6th September 2017 the Council of the London Borough of Merton of Civic Centre London Road Morden SM4 6HY (hereinafter called "the Council") made an order pursuant to section 247 of the Town and Country Planning Act 1990 in respect of land measuring approximately 240 square metres and consisting of footpaths at the southern end of Ravensbury Grove Mitcham CR4 4DL in the London Borough of Merton. The effect of the Order is that the said land has ceased to be public highway. The Council is satisfied that it was necessary to stop up the land which is the subject of the Order to allow the implementation of a planning permission granted by the Council on 9th May 2017 (ref. No. 16/P1968) for a residential development including the land over which the footpaths run. A copy of the Order can be inspected at the Civic Centre London Road Morden SM4 5DX at all reasonable hours.
