THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 496) ORDER 2021 THE MERTON (PARKING PLACES) (GO (AMENDMENT NO. 2) ORDER 2021
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, on 13 October 2021, made the above mentioned Orders under sections 6 and 124 of, and Part IV of the Schedule 9 to, the Road Traffic Regulation 1984, as amended, and all other enabling powers, so as to continue in force indefinitely the provisions of the Merton (Prescribed Route) (Links Road) Experimental Traffic Order 2020, the Merton (Waiting And Loading Restriction) (Links Road) Experimental Traffic Order 2020 and the Merton (Parking Places) (GC) (Links Road) Experimental Traffic Order 2020.

2. The general effect of the Orders will be to

(a) continue in force indefinitely the point closure in Links Road and prohibit vehicles, except pedal cycles, from entering that length of Links Road which lies from a point in line with the north-western boundary of No. 168 Links Road south-eastward for a distance of 2 metres;

(b) apply the provisions of the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will continue to be prohibited in:

(i) Links Road, the north-east side, from its junction with Hailsham Road south-eastward for a distance of 13.5 metres.

(ii) Links Road, the south-west side, from a point 0.5 metres north-west of a point in line with the north-western building wall of No. 168 Links Road south-eastward for a distance of 9.5 metres.

(c) remove any designated parking place in the lengths of Links Road specified in sub-paragraph 2(b) above.

3. A copy of each of the Orders, which will come into force on 18 October 2021, and other documents giving more detailed particulars of the Orders, including plans specifying the roads or lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. 4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO.495) ORDER 2021
THE MERTON (PARKING PLACES) (GC) (AMENDMENT NO.1) ORDER 2021
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, on 13 October 2021, made the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and all other enabling powers, so as to continue in force indefinitely the provisions of the Merton (Prescribed Route) (Seely Road) Experimental Traffic Order 2020, the Merton (Waiting And Loading Restriction) (Seely Road) Experimental Traffic Order 2020 and the Merton (Parking Places) (GC) (Seely Road) Experimental Traffic Order 2020.

2. The general effect of the Orders will be to:-

(a) continue in force indefinitely the point closure in Seely Road and prohibit vehicles, except pedal cycles, from entering that length of Seely Road which lies from a point 1.5 metres south-east of the south-eastern kerb-line of Hailsham Road south-eastward for a distance of 2 metres;

(b) apply the provisions of the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will continue to be prohibited in

(i) Seely Road, the north-east side, from a point 6 metres north-west of a point opposite the south-eastern kerb-line of Hailsham Road south-eastward for a distance of 16.5 metres;

(ii) Seely Road, the south-west side, from the south-eastern kerb-line of Hailsham Road south-eastward for a distance of 10.5 metres; and

(c) remove any designated parking place in the lengths of Seely Road specified in sub-paragraph 2(b) above.

3. A copy of each of the Orders, which will come into force on 18 October 2021, and other documents giving more detailed particulars of the Orders, including plans specifying the roads or lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. PROPOSED PROVISION OF DISABLED PERSONS PARKING PLACES
THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.

2. The general effect of the Order would be to: -

(a) designate a parking place on the carriageway at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;

(b) provide that the parking places would operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) revoke the redundant London Borough of Merton (Free Parking Places) (Disabled Persons) (No. 92) Order 1999.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including plans which indicate the lengths of roads to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP44, no later than 5 November 2021.

SEELY ROAD. SW17
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water connection works in Seely Road, SW17; they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would:-

(a) cause or permit any vehicle to enter or proceed in Seely Road, SW17; between its junction with Mitcham Road and the north-western building wall of No. 2 Seely Road; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in paragraph 2(a) above; or

(c) enter or proceed in the north-eastern footway of the Seely Road, between the common boundary of Nos. 1 a/1 b and 1 c/1 d Seely Road and the western boundary of No. 1 e Seely Road.

3. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above would be suspended for the duration of the works in that road or length of road.

4. The restrictions and suspensions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to the properties in the road or length of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed via:-

(a) Seely Road, Eastbourne Road, Southcroft Road and Mitcham Road or vicei/ersa;

(b) Ascot Road, Links Road and Mitcham Road or vice versa.

7. Pedestrians affected by the footway closure should proceed using the footway opposite.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on Monday 1 st November 2021 and remain in force for 6 months.

CAVENDISH AVENUE. NEW MALDEN
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water connection works in Cavendish Avenue, New Maiden, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will:-

(a) cause or permit any vehicle to enter or proceed in Cavendish Avenue, New Maiden, between its junction with Burlington Road and the common boundary of Nos. 1 and 3 Cavendish Avenue, New Maiden; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in paragraph 2(a) above; or

(c) enter or proceed in the eastern footway of the road or length of road specified in sub-paragraph 2(a) above.

3. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above will be suspended for the duration of the works in that road or length of road.

9. The Order will come into operation on Monday 25th October 2021 and it is anticipated that the works will be completed by 25 February 2022. However, the Order will remain in force for 6 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
COOMBE LANE. SW20
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer inspection and cleaning works in Coombe Lane, SW20, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to:-

(a) enter or proceed in the westbound lane of Coombe Lane, from a point in line with the east side of the island site at the junction of Coombe Lane with Lambton Road westbound for a distance of 60 metres; or

(b) wait, including for the purpose of loading or unloading any vehicle in:-

(i) Coombe Lane, the north side, from the eastern kerb-line of Lambton Road eastward for a distance of 12.5 metres;

(ii) Coombe Lane, the south side, from a point 12.5 metres east of a point opposite the eastern kerb-line of Lambton Road westward for a distance of 74 metres.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. Vehicular traffic affected by the lane closure should proceed by way of Lambton Road, Worple Road, Pepys Road, Raynes Park Bridge, Approach Road, Kingston Road, Bushey Road, Beverley Way, Shannon Corner, Beverley Way, Coombe Lane Flyover and Coombe Lane.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into force on Thursday 21 st October 2021 and it is anticipated that the works will take place between 8pm on 21 st October 2021 and 8am the following day. However, the Order will remain in force for a period of 12 months should further works be required.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 13 October 2021, made the above-mentioned Order under the powers conferred by sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (including for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of streets specified in the Schedule to this notice.

3. A copy of the Order, which will come into force on 25 October 2021, and other documents giving more detailed particulars of the Order, including a plan specifying the lengths of roads affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
