1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Orders.

2. The general effect of the Orders would be to convert sections of existing parking places in lengths of roads generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations to facilitate proposed vehicle crossovers.

3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. Documents are also available for inspection at

consultations.

4. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

quoting reference ES/CROSSOVER21 no later than 24 September 2021.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(HENFIELD ROAD, SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas main replacement works in Henfield Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to:

(a) enter or proceed in Henfield Road, from the north-eastern kerb-line of Merton Hall Road north-eastward for a distance of 20 metres; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in paragraph (a) above.

3. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes or

(d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) above.

6. Vehicular traffic affected by the road closure should proceed via Merton Hall Road, Kingston Road and Wilton Crescent or vice-versa.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Monday 13th September 2021 and it is anticipated that the works would be completed by Sunday 3rd October 2021. However, the Order would remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(AVEBURY ROAD, SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas main replacement works in Avebury Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to:

(a) enter or proceed in Avebury Road:

(i) from the north-eastern kerb-line of Merton Hall Road north­eastward for a distance of 25 metres;

(ii) from the western kerb-line of Wilton Crescent westward for a distance of 40 metres; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in paragraph (a) above.

3. Any designated parking place situated in the roads or lengths of road specified in paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes or

(d) so as to prevent vehicular access to premises in or adjacent to the roads or lengths of road specified in paragraph 2(a) above.

6. Vehicular traffic affected by the road closure should proceed using one or more of the following roads: Cliveden Road, Henfield Road, Merton Hall Road and Wilton Crescent.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Monday 27th September 2021 and it is anticipated that the works would be completed by Sunday 24th October 2021. However, the Order would remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (RAYNES PARK BRIDGE AND VARIOUS ROADS, RAYNES PARK) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice that to facilitate pigeon proofing to the rail bridge in Raynes Park Bridge, Raynes Park, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works, no person will:-

(a) cause or permit any vehicle to enter or proceed in Raynes Park Bridge, between its junction with Coombe Lane and its junction with Approach Road; or

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in:-

(i) the length of Raynes Park Bridge specified in sub-paragraph (a) above;

(ii) Approach Road, from a point 40 metres west of the western kerb-line of Raynes Park Bridge eastward to a point 130 metres east of the eastern kerb-line of Raynes Park Bridge;

(Mi) Coombe Lane, from its junction with Pepys Road to a point 30 metres west of the western kerb-line of Raynes Park Bridge;
(iv) Pepys Road, from its junction with Coombe Lane to a point 70 metres north-east of the eastern kerb-line of Raynes Park Bridge; or
(c) enter or proceed on foot in the length of Raynes Park Bridge specified in sub-paragraph (a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by the road closure should proceed northbound by way of Approach Road, Kingston Road, Merton Road, The Broadway, Gladstone Road, Sir Cyril Black Way, Hartfield Road, Wimbledon Bridge, Wimbledon Hill Road, Worple Road, Pepys Road and Coombe Lane or southbound via Coombe Lane, Lambton Road, Worple Road, Wimbledon Hill Road, Wimbledon Bridge, The Broadway, Merton Road, Morden Road, London Road, Crown Road, Martin Way, Bushey Road, Grand Drive and Approach Road.

5. Pedestrian traffic affected by the road and footway closures should proceed using Approach Road, Station Approach, the underpass at Raynes Park Station and Coombe Lane.

6. Nothing in the Order will apply to: -

(a) any person or vehicle engaged in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation at 10pm on Monday 6 September 2021 and it is anticipated that the works will be carried out overnight between the hours of 10pm and 6am the following day every night from Monday 6 September 2021 until Friday 10 September 2021. However, the Order will remain in force for three months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(LONDON ROAD(A24) AND LOWER MORDEN LANE, MORDEN)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council, with the agreement of Transport for London, hereby give notice that because of the likelihood of danger to the public, they have made an Order, the effect of which, on Saturday 4th and Sunday 5th September 2021, will be to temporarily prohibit any person from causing or permitting any vehicle to wait, including for the purpose of loading or unloading any vehicle, in:-
(a) London Road(A24), the west side, between its junction with Goodwood Close and its junction with Crown Road;

(b) Lower Morden Lane, the north side, between its junction with London Road and its junction with Hillcross Avenue.

2. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

3. Any designated parking place situated in the lengths of road specified in paragraph 1 above will be suspended.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.

5. Nothing in the Order will apply: -

(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(b) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.

6. The Order will come into force on Saturday 4th September 2021 and remain in force for 2 days only.

LONDON BOROUGH OF MERTON

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(VARIOUS ROADS) (NO. 4)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.

2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of roads.

3. During the works in:-

(a) Commonside East, the point closures in Abbotts Road, Castleton Road, New Barns Avenue and Beech Grove will be suspended and the roads opened to vehicular traffic;

(b) St George's Road, the point closures in St George's Road and Tamworth Park will be suspended and the roads opened to vehicular traffic.

4. The restrictions and suspensions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be those diversion routes specified in column 2 of the Schedule to this notice.

6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.

8. The Order will come into force on Friday 3rd September 2021 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months and its provisions will be re-introduced should further works be required.

CRAVEN GARDENS, SW19, between Queens Road and Anchorage Close
No diversion is required as Craven Gardens is a cul-de-sac.
Tuesday 7th September 2021 between the hours of 8am and 6pm

ST GEORGE'S ROAD, MITCHAM, for its entire length
No diversion is required as St George's Road is a cul-de-sac. However, the road closures in St George's Road and Tamworth Park will be opened to facilitate access for residents.
