NOTICE IS HEREBY GIVEN
that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an agreement dated 31 March 2011 (and subsequently varied by Deed of Variation on 15 June 2011 and 27 July 2012) has made the above Order under Sections 1(1), 2 (1) to (3), 4(1), 4(2), 32(1), 35(1), 45,46,49,53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.
Effect of the Order: is to introduce or amend parking restrictions on the following lengths of road in Rochford, Rayleigh, Hawkwell and Ashingdon in the District of Rochford as specified below. All measurements are taken as accurately as possible and are taken from the extended kerb line unless stated otherwise:
1. To revoke 'Permit Holders Only Mon - Fri excl. Bank Hols 10am - 12pm and 2pm - 4pm Zone A' and introduce 'Permit Holders Only Mon - Fri excl. Bank Hols 10am - 11am and 2pm - 3pm Zone A':

Description
Mornington Avenue, Rochford
BOTH SIDES: From its junction with Rocheway northwards to a point 10 metres south of its junction with Stambridge Road.
Rocheway, Rochford
NORTH SIDE: From a point 15 metres east of its junction with Stambridge Road eastwards for the remainder of its length.
SOUTH SIDE: From a point 15 metres east of its junction with Stambridge Road eastwards to a point 18 metres east of the centre of its junction with Townfield Road.
SOUTH SIDE: From a point 23 metres east of the centre of its junction with Townfield Road eastwards for the remainder of its length

2. To Revoke 'No Waiting Monday - Friday 11 am -12pm' and introduce 'No Waning At Any Time':

NORTH SIDE: From a point 15 metres west of its junction with High Road westwards then south westwards to a point 15 metres north east of its junction with Burrows Way.
SOUTH SIDE: From a point 26 metres west of its junction with High Road westwards for 12 metres.

3. To introduce'No Waiting At Any Time':

BOTH SIDES: From its junction with Rectory Road north westwards for 15 metres.
Harewood Avenue, Ashingdon
BOTH SIDES: From its junction with Rectory Road north westwards for 20 metres.

NORTH WEST SIDE: From a point 10 metres south west of its junction with Sweyne Avenue north eastwards to a point 10 metres north east of its junction with Sweyne Avenue.
NORTH SIDE: From a point 10 metres west of its junction with Harewood Avenue north eastwards to a point 10 metres north east of its junction with Harewood Avenue.
Brocksford Avenue, Rayleigh
BOTH SIDES: From its junction with Grove Road south westwards for 10 metres.
Albany Road, Rayleigh
BOTH SIDES: From its junction with Grove Road south westwards for 10 metres.
Grove Road, Rayleigh
SOUTH WEST SIDE: From a point 10 metres north west of its junction with Brocksford Avenue south eastwards to a point 10 metres south east of its junction with Brocksford Avenue.
SOUTH WEST SIDE: From a point 10 metres north west of its junction with Albany Road south eastwards to a point 10 metres south east of its junction with Albany Road.
Hardwick Close,
BOTH SIDES: From its junction with Daws Heath Road northwards Rayleigh for 16 metres.
Daws Heath Road,
NORTH SIDE: From a point 10 metres west of its junction with Rayleigh Hardwick Close eastwards to a point 10 metres east of its junction with Hardwick Close.

BOTH SIDES: From its junction with Hockley Road south eastwards for 10 metres.

4. To introduce 'No Waiting Monday - Friday 10am - 11am':

5. To introduce 'Permit Holders Only, Monday - Friday, 8.30am - 10am and 2.30pm - 4pm, Zone S':

BOTH SIDES: From a point 10 metres south east of its junction with Hockley Road south eastwards for the remainder of the length of the public highway.

6. To amend: The Essex County Council (Rochford District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 to include the following properties the residents of which are eligible to apply for a permit:

Date of operation: This Order will come into operation on 28 June 2021.
Application to the High Court
Anyone who wishes to question the validity of the Order, or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
