The Bromley (Controlled Parking) (On Street Places) Order 2004 (Amendment No. 128) Experimental Order 2020. (Bromley Road and Albemarle Road, Beckenham; Crystal Palace Park Road, Penge) NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bromley on 15th September 2020 made the above-mentioned Orders under Sections 9 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (as amended) which will come into operation on 1st October 2020.
As part of Covid-19 measures, the effect of the Orders would be to:-
a) introduce One-Way systems as specified in the Schedule to this Order;

b) introduce mandatory contra flow cycle lanes as specified in the Schedule to this Order;

c) prohibit through traffic (except pedal cycles) in Scotts Avenue, Shortlands by introducing a road closure at a point 7m north of the common boundary of Nos. 5 & 7;

d) introduce waiting restrictions as specified in the Schedule to this Notice;

e) introduce Pay and Display bays as specified in the Schedule to this notice.

FURTHER NOTICE IS GIVEN that the Council proposes to install a new zebra pedestrian crossing as specified in the Schedule to this notice under Section 23 of the Road Traffic Regulation Act 1984, as amended. Any comments should be sent by emailing

The schemes will be reviewed after being in operation for six months and if successful may be made permanent under section 6 of the Road Traffic Regulation Act 1984.
Any person wishing to object to the indefinite continuation of the Orders, may, within a period of six months from the day on which the experimental Orders come into force, send a statement in writing of their objection and the grounds on which it is made to the Director of Environment and Public Protection, Civic Centre, Stockwell Close, Bromley, Kent BR1 3UH, quoting reference ADE(TP)SO/T100/691, or by emailing

ALBEMARLE ROAD, Beckenham, (a) the north side, (i) from the eastern kerbline of High Street eastwards to a point 10m east of the north eastern kerbline of Downs Bridge Road; (ii) from a point 2m west of the eastern boundary of No. 135 eastwards to the northern kerbline of Bromley Road; (b) the south side, (i) from the eastern kerbline of High Street eastwards to a point 8m east of the eastern kerbline of St. George's Road; (ii) from a point 10m west of the south western kerbline of Downs Bridge Road eastwards to the north western kerbline of Bromley Road.
BROMLEY ROAD, Beckenham, (a) the north side, from the north eastern kerbline of Albemarle Road south eastwards to the western kerbline of Ravensbourne Avenue; (b) the south side, from a point 15m north east of the common boundary of No. 222 and Challoner Court north eastwards and south eastwards to the south western kerbline of Station Road.
CRYSTAL PALACE PARK ROAD, Penge, the south west side, from a point 9m north west of a point opposite the north western kerbline of Sydenham Avenue south eastwards to the north western kerbline of Thicket Road.
DOWNS BRIDGE ROAD, Beckenham, both sides, from a point 7m north west of the northern kerbline of Albemarle Road south eastwards to a point 10m south east of the southern kerbline of Albemarle Road.
SCOTTS AVENUE, Bromley, the west side, from the south western kerbline of Bromley Road southwards for a distance of 17m.
WESTGATE ROAD, Beckenham, (a) the west side, from the northern kerbline of Albemarle Road northwards for a distance of 18.5m; (b) the east side, from the northern kerbline of Albemarle Road northwards for a distance of 17.5m.
PAY AND DISPLAY PARKING PLACES
Pay and Display parking between 8am and 6.30pm on Mondays to Saturdays inclusive, except Public Holidays and Bank Holidays. 70p per hour - no maximum stay -£5.50 maximum charge:-

CRYSTAL PALACE PARK ROAD, Penge, the south west side, from the north western kerbline of Thicket Road north westwards to a point opposite the south eastern kerbline of Sydenham Avenue.
