NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership In exercise of the delegated powers of the traffic authority Essex County Council granted under an agreement dated 31 March 2011 (and subsequently varied by Deed of Variation on 15 June 2011 and 27 July 2012) proposes to make the above Order under Sections 1(1), 2 (1) to (3), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.

Effect of the Order: to amend existing parking restrictions in Zone A in the Borough of Basildon as detailed below. 1. To revoke all waiting and parking restrictions on the following roads in the Borough of Basildon:

Witchards, Basildon

Both sides - from a point 9 metres east of its northern junction with Clay Hill Road Service Road to No's 1-35 in an easterly, southerly and westerly direction to a point 25 metres east of its junction with the southern junction with Clay Hill Road, including its north-eastern arm between No's.147 & 221 but excluding signed bays and not including all access roads to garage areas and parking areas in front of garages.

Both sides - from a point 30 metres south of its junction with Codenham Straight in a southerly and westerly direction to its junction with Langleys, but not including the access road to garage area and parking in front of garages.

Wynters, Basildon

Description

6. To implement 'Permit Parking Area Mon-Sat 9am-5pm Zone A' on the following lengths of roads in the Borough of Basildon: -

Clay Hill Road, Basildon (service road to No's.1 to 35) Codenham Green, Codenham Straight, Fauners, Gobions (including western arm of Gobions), Langleys, Latchetts Shaw, Takely End, Takely Ride, Waldegrave, Witchards, Wynters, Basildon.

Access road to rear of Kingswood Community Centre, Basildon.

Both sides - for their entire lengths, including access roads and parking areas in front of garages.

Both sides - from a point 10 metres northwest of its junction with Cherrydown West in a north-westerly then easterly direction for the remainder of its length but not including the access road between No's.49 & 51 Fauners.

7. To implement 'No Waiting at Any Time' on the following lengths of roads in the Borough of Basildon:


Both sides - from its junction with Wynters in an easterly direction for 31.5 metres.

Both sides - from a point 10 metres northwest of the access road between No's. 59 & 83 in a south-easterly direction for a distance of 25 metres. Both sides - from its junction with Codenham Green in a north- easterly direction for a distance of 24 metres.

2. To revoke 'No Waiting Mon-Sat 9am-5pm' and replace with 'No Waiting at Any Time' on the following road in the Borough of Basildon:

South side - from a point 27 metres west of its junction with Gobions in a south-westerly direction for a distance of 36 metres.

Both sides - from its junction with Sparrows Heme in a north-westerly direction for a distance of 10 metres.

Northwest side - from a point 10 metres northeast of its junction with Langleys| in a south-westerly direction for a distance of 27 metres.

Both sides - from its junction with Waldegrave in a westerly direction for a distance of 14 metres.

Both sides - from its junction with Sparrows Heme in a northerly direction for a distance of 21 metres.

West side - from a point 13 metres north of its junction with Furrowfelde in a southerly direction for a distance of 31 metres.

Both sides - from a point 15 metres south of its junction with Takely Ride in a northerly direction to a point 12.5 metres west of the access road to garages between No's. 43 & 45.

Both sides - from its junction with Clay Hill Road in a westerly direction for a distance of 19 metres.

Both sides - from its southern junction with Clay Hill Road in an easterly direction for a distance of 25 metres.

Both sides - from its northern junction with Clay Hill Road Service Road to Nos.1-35 in a north-easterly direction for a distance of 9 metres.

North side - from a point in line with the eastern building line of No's. 19 to 27 in an easterly direction for a distance of 7 metres.

This Order will be incorporated into The Essex County Council (Basildon District) (Parking and Waiting) Consolidation Order 2008 by substituting tile numbers TQ700 877 Revision 2 to Revision 3, TQ700 880 Revision 5 to Revision 6, TQ705 875 Revision 5 to Revision 6, TQ705 877 Revision 5 to Revision 6, TQ705 880 Revision 7 to Revision 8 and TQ 705 882 Revision 4 to Revision 5.

Date of operation: This Order will come into operation on 31 October 2019.

Application to the High Court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
