Former Liberal Democrat Richmond Council criticised for spending £700k on Riverside and Barn Elms


The former council leadership has been accused of wasting taxpayers’ money after spending almost £700,000 on two controversial developments.

It was revealed £464,693 was spent on developing plans for Twickenham Riverside by the Liberal Democrat council, between 2006 and 2010, yet the site still remains derelict.

A further £234,000 was spent on consultancy services and civil engineering for sports ground Barn Elms.

The Lib Dems had hoped to build 32 homes and a river centre on the former pool site in Twickenham, which has stood derelict for 30 years.

The idea met with strong opposition from community groups and was scrapped by the Conservatives when they came to power in May.

Deputy leader Geoffrey Samuel, the council’s cabinet member for finance, said: “I share the views of all of those people who will be appalled that the Lib Dems spent £500,000 of ratepayers’ money on a scheme that no one wanted.

“It’s a wicked waste of money.”

It has also been revealed the Lib Dems spent almost £250,000 between 2007 and 2010 trying to develop plans for Barn Elms, ending 19 years of uncertainty over the site.

They had planned to sell off 5.5 acres of the popular playing fields to developers to raise money for the improvement of the site before being offered an alternative by campaign group Barnes Vision.

Following consultations and months of hard work an application to increase the number of sports pitches from 13 to 17, build a new pavilion and redevelop the tennis courts - at a cost of £2.15m - was submitted to the council last month.

Of that figure £1.55m has been met in grants from sporting bodies, while the council has put up £250,000. Barn Elms Sports Trust is working to raise the remaining £300,000.

Lib Dem leader Stephen Knight said: “It’s nonsense to think you can develop a project without spending money on drawing up ideas and schemes.

“Some of the money would have been paid back through the scheme.

“When the scheme is stopped you’re left bearing these costs.”

Councillor David Williams, Lib Dem spokesman for finance, said the money spent by the former administration on Barn Elms had proved beneficial as the redevelopment had won the approval of “everybody”.

He said: “If you’re trying to develop a multi-million pound scheme you have to spend money to make sure you get it right.”

If these developments had 'won the approval of "everyone"' how is it that the Liberal Democrats lost control of the Council in May 2010?

The fact is that Cllr Geoffrey Samuel is correct to describe what the Liberals got up to as a 'wicked waste of money' between 2006 and 2010.

Cllr Wiliiams is producing another self-serving statement to save his own face and he knows what he is saying is rubbish from the number of constituents who refuse to vote for the Liberals in May because of the financial mismanagement of the authority.

I am glad the Conservatives are now back in control of the Council again with some sensible policies which the public voted for.

Hurrah - now the Conservatives are in we can waste £95,000 on a survey about 'what people want' less than a year after a full election.

Given that they only expect 5-10% of the surveys to be returned, how does this constitute a sensible use of council cash?

As I have said elsewhere, Lucullus is wrong about this matter.
.
It is not a waste of money- the Conservative Party is scrapping the Area Consultation Meetings (ACMs) and there will be a new form of consultation which is in line with the Sustainable Communities legislation - something Cllr Williams refused to do when in power.
.
As I understand it, there is now a need to find more detailed information about the direction the new Council goes in. That is why the money is needed.

I feel the Richmond Council website should be much more heavily used, for instance, with a forum for voters to put questions direct to officials.

We live in exciting times and I hope your correspondent Lucullus can see that from what Cllr Nick True and his team are doing.

How else would you go about re-developing the Barn Elms site without spending some money to find out your options, and find out what local people want? That doesn't sound like a waste of £250k to me ...

I'm also slightly perplexed that on one thread you're complaining that councillors now need to ask residents for more details about what they want, but here you're telling us that the previous administration was voted out for a very specific reason: and Cllr Williams is self-serving?
