    CHIGWELL: Garden centre flats plans thrown out

    PLANS to build 24 flats on the site of a garden centre have been thrown out despite a councillor's assertion that building work there was inevitable.

    The proposal to build 20 two-bedroom flats and four three-bedroom flats on the site of Jennikings, in Manor Road, Chigwell, was roundly condemned by councillors and residents as inappropriate green belt development.

    Speaking for nearby residents, Barry Fleetwood said: "It's completely out of scale with this particular area. It's something like five London buses long and at its highest point two telegraph poles high. At that sort of height it will simply dominate the street scene."

    The applicant's agent said the fact that 50 per cent of the flats would be affordable' housing counted as special circumstances for building in the Green Belt.

    Councillor Brian Sandler said: "I don't class this as a true greenfield site. I see this as a brownfield site in a greenfield area. We keep hearing that people need more flats in Chigwell because they want to downsize and stay in the area. We have other people say they want their children to live in the area but they can't afford the houses. I think this particular development ticks all those boxes. I will give it my full support."

    Councillor John Knapman said: "Personally I don't think there's enough affordable housing for me to go against the Green Belt at this point.

    "If 80 to 100 per cent affordable was being offered here I'd have to give it hard thought because we're completely failing the young people of Epping Forest.

    He added: "I have no doubt that at some point in time this land will come out of the Green Belt. If you're going to take some land out, next to a tube station opposite shops with bus stops across the road is the kind of place you're going to build."
