Saracens back Alex Goode has been promoted to the senior elite player squad.
The full-back was rewarded after a first start for England in the final Test against South Africa.
There are places for Mouritz Botha, Matt Stevens, summer signing Chris Ashton, Brad Barritt and Owen Farrell.
But Richard Wigglesworth and David Strettle have to settle for places in the Saxons squad.
