Railway engineers worked throughout the night to fix damage to overhead powerlines near Watford Junction station.
Thousands of rush hour commuters, however, face delays as they return to work this morning.
All services between London Euston and Milton Keynes were cancelled yesterday afternoon after the damaged was reported at around 3.30pm.
The line was finally cleared at around 4am this morning.
London Midland said its services were approaching normality but said short delays could still be expected.
Virgin, however, which operates services to the north of the country, said its services would face more severe disruption.
Passengers are advised to check before they travel.
