Millions of tablets, believed to be controlled drugs, were seized in a series of raids in north London this week.
Two homes in Harrow, industrial premises in East Lane, North Wembley, and an industrial unit in Watford, were targeted following an "intelligence-led" inquiry over the last few weeks.
Scotland Yard said officers discovered two "factories" illegally producing class-C drugs, said to be counterfeit Diazepam, Viagra, steroids and other prescription drugs.

Various items were seized from a residential address in Harrow under the Proceeds of Crime Act.
Three men in their 30s and 40s were arrested for offences under the Misuse of Drugs Act and as we went to press yesterday (Wednesday) were in custody at Wembley police station.
DI Andy Chalmers, who led the investigation, said: "The scale of production of these drugs was staggering, with sophisticated production equipment and millions of tablets stored.
"This seizure will have a significant impact on the drugs market and is a warning to anybody involved in illegal drug manufacture: you will be found and brought to justice."
