The prospect of a council-owned casino was given the thumbs down this week.

The idea was mooted by Hertsmere's licensing committee earlier this month, who suggested the revenue from a casino could pay for big reductions in council tax.

Executive councillors said they did not have enough time to submit an application before today's deadline after receiving the paperwork on January 31, but would seriously consider the idea if another round of applications was opened in the future. Under the new licensing act, the Government has given permission for one new super casino, eight medium casinos and eight small casinos to be built in the UK.

Councillor Spencer Pitfield, portfolio holder for the environment, said: "I do think that, through the correct channels of this council, we should find out how people feel about it."

Liberal Democrat group leader, Councillor Michael Colne, said: "I personally look at it with horror. It's a retrograde step and appeals to the lowest possible denominator in society."

Labour group leader and licensing committee member Leon Reefe said he was disappointed there was not enough time to apply because the Government sent out forms in January, but urged the council to apply if the Government ever announces a second round of applications.
