Ken Livingstone criticises Bexley for parking fines

LONDON mayor candidate Ken Livingstone has slammed Bexley Council for its "religious fanaticism" in raising money through parking fines.

Mr Livingstone made the comments when he visited the borough on Monday ahead of next year's mayoral election.

He met with train passengers at Erith Railway Station and students at Bexley College before visiting Welling and Bexleyheath High Street to speak to retailers.

The Labour candidate told News Shopper: "We have visited 25 boroughs and we have found no other is as fanatical by raising money through parking fines.

"What Bexley is doing to keep council tax down is screwing the motorists. Literally it's almost as if it's a religious fanaticism."

At an evening public meeting in Geddes Place United Reformed Church, Bexleyheath, he told residents: "Perhaps some degree of standardisation could be a good idea."

Caroline Mohan won an appeal after being fined for parking on a forecourt while having tyres fitted in Blackfen.

She said: "I'm actually in agreement with Ken Livingstone. If he can pin point the problem on just one visit there must be something in it."

Si Clark, a member of No To Mob which campaigns against council CCTV cars which take pictures of people parking illegally, also agreed with Mr Livingstone.

He said: "He is right. The parking tickets are being given out with no thought. Businesses are suffering."

"Unfortunately you can try to fight it and run the risk of having to pay the full amount of £110 - or just ask no questions and pay a reduced rate.

"People are not given the opportunity to challenge it fairly."

Responding to Mr Livingstone's criticism, Councillor Peter Craske, said: "Under the Conservatives, Bexley is issuing the lowest number of parking tickets ever compared to the 73,000 a year issued when under the Labour council.

“The car parking charges are the lowest in south east London with no increases planned for the next three years.

“The Labour council in Greenwich charges £2.50 an hour to park.

"Everyone knows the hypocrisy of the Labour claims and everyone remembers when Ken Livingstone increased council tax by 154 per cent while the Conservatives in Bexley have frozen council tax over the last two years.”

ON MONDAY Ken Livingstone announced he would re-introduce a zone two to six day travelcard, which was scrapped in January.

Boris Johnson abolished the £8.60 travelcard, meaning commuters in places like Barnehurst now have to buy a £15 zone one to six travelcard to travel to zone two - costing £128 a month more.

Mr Livingstone said: "This is about righting a wrong and ending a disgraceful stealth tax on outer London that should never have been imposed by the Conservative mayor."

Under his Fare Deal plan, fares will be cut by five per cent to save the average commuter in London £800 over the next four years.

Commenting on Mr Livingstone's visit to the borough, Bexley Conservative Councillor Peter Craske, said: "By confirming his plans to cut London’s transport budget by over £800million, Ken Livingstone will need to cut bus services across Bexley, leading to fewer services and longer waiting times.

"There will also need to be reductions to the safer transport teams who have just ensured Bexley has the lowest level of bus crime in London, and the axing of the much planned and needed Crossrail station for Abbey Wood."

The key to this is that you don’t get fined if you don’t park illegally.

If you park illegally then you should suffer the consequences.

Maybe people should take responsibility for their actions rather than bleat and cry when they get caught?

And... Maybe Ken Livingstone should stop pandering to the few to garner votes and spend time campaigning on issues which are wide reaching and have a huge impact? Mind you, that’s never been his strong point has it?

I paid a visit to Bexleyheath 1 evening (I had not been for a few years and I received a parking ticket at 21.18 in a car park that always use to be free to park in after 19.30. I never thought to look to see if the parking charges had been changed. I should have suspected something was wrong when then was very few cars parked in the car park. So yes Ken you are right this council will screw every last penny out of the motorist

Hard to believe that people have not cottoned onto the fact that Bexley and other councils use motorists as a revenue stream. Scams like the cameras in Welling that forced drivers to block a lane or get a fine and spurious fines for people parking innocently are regular practices.

As a school governer I tried to get Bexley to do something about parents who park on the zigzags for the convenience of themselves and their kids - but put others in danger. I could not even get them to turn out. The site of a warden stopped people parking on the zig zags so they drove on and couldn't be fined.

Have a look when you go past a school at opening/home time and see what action the council is taking when it really matters - but doesn't bring in any cash.

parking charges have gone up everywhere. and as for the parking wardens i thorght they were there to keep the roads clear. so why are people being fined so heavy for going over a min or so on there parking metre time or an inch on a bay or even making a silly mistake in displaying a blue bage. it is money making and what is ken going to do about it. i bet it is just a polititical headline grabber making them comments i wish i knew you were in bexleyheath monday i would of like to of spoken to you on this topic my freind.

Ken lost last time because he ignored the suburbs, considering the same as enemy territory not worth bothering with. I don't blame him for learning from his past errors.

As for Bexley's ruling chavs finding excuses, Bexley voters are concerned about car parking in Bexley, not Greenwich.

It is not "illegal" parking, if it was illegal then police & magistrates court would be involved, rather than Civil Enforcement Officers and an Adjudicator.

You seem to think that everybody who receives a ticket is being "caught". If that was the case, then no adjudications would ever be needed, for none would ever be won, which is not the case.

Slonik can you please enlighten us on what you think Boris has done please. As far as i can remember Ken done a lot more than Boris . Oh sorry, he came up with the no-brain idea of people cycling in London and paying a qtr of a million pounds each on buses that are useless.

Bad7UK - I suggested people with a short memory check Red Ken's track record before voting for him on the basis that he's the motorists' friend. If they do that they'll find out what he's done over the years in his various roles as GLC leader, MP and Mayor.

Forgive me but I'll give them credit for doing likewise for Boris (and the other serious candidates) and making an informed choice on who to vote for based on facts not pre- election spin.

Not forgetting he wanted to take the congestion charge over most of London including Blackwall tunnel.
And instigating the emission zone, as many as 70,000 van's, trucks and other vehicles will be more or less scrap after this Jan.
The man's a pest and will stuff London completely if he get's back in the post of mayor

I have to agree with all the above comments regarding Red Ken. But the fact remains that Bexley is using the motorist as a cash cow. And as i have already commented in the above report i would like to just say that its NOT always a case of ...

But i do agree with

"If you park illegally then you should suffer the consequences."

The trouble is there are cases that are presented to me where someone has been fined and they should not have been.

Bexley have targets to meet, and are failing. CEO's are asked to dish out as many tickets as they can.

Most people, just pay up rather than tryin to fight it. (pay the reduced rate now, and ask no questions)

If you wish to see an example, search youtube for..

" Bexley council gave me"

that case got lost at PATAS, I don't know what case the motorist put forward at PATAS, but its clear he saw waiting to park in the space infront of the bus stop, (and did not prevent a bus from stopping, and allowed traffic to flow).

I have many examples of PCN's issued from Bexley. Some I look at the footage and have to say that Bexley are in the right to issue, others i would question.

As for the parking charges, if you want the facts take a look at the Bexley-is-Bonkers web site.

My message is, Park legally, and if you get a PCN and you feel you have done no wrong, gather your facts, and contest it.

(Remember, as with all London Boroughs, footway parking is not permitted)
