The budget for the Hook library has been increased by £38,800.
The south of the borough neighbourhood committee has found £74,100 of savings out of its budget for August.
Leaving one of the three neighbourhood ranger posts vacant since November is due to save another £30,000.
The Hook Centre has cut its budget by £19,300 as a result of a cheaper cleaning contract, but income from bookings is expected to be £5,500 below budget.
However, with other savings from repairs, maintenance and utilities the council expects to save £31,000.
The library is forecasting a £6,000 underspend due to a spending freeze on all but essential items and another librarian covering for a colleague on maternity leave.
The Devon Way Centre youth club reported a £1,000 underspend as a result of rates for the building being lower than expected.
Hanging baskets in North Parade during the summer will cost £900.
