DEVELOPERS of a multimillion pound ski centre say they are considering pulling the scheme out of High Wycombe because of council “bureaucracy”.

Plans to put a new real snow indoor ski centre and ice rink, which would cost more than £10m, on the site of the former Wycombe Summit slopes were turned down by councillors in April.

Now Martin Smith, the managing director of Snowdome UK, said the company is now considering whether or not to carry on with the development.

He said: “We’re living through a time when billions in public money is being pumped into developments, but this one is funded entirely by private backers.

“We are currently considering our future. Part of those considerations is do we walk away? Have we lost the appetite for it, or do we try again?

“There are a lot of places which would welcome a development like this. I would draw people in from miles around and bring them to High Wycombe.

“It’s my reading of the situation that the community at large are still very much in favour of this facility.”

He added more than 90 jobs would be created at management, technical and entry levels if the facility were built.

In December 2007 Wycombe District Council’s planning committee gave provisional permission for the 110m long slope, which would sit above the old dry ski slope on the site in Abbey Barn Lane.

The original chalet building was destroyed by a massive fire in 2005, which started in the kitchen of the wooden structure.

However, members of the planning committee rejected amended plans which included increasing the width of the building covering the slope, and adding new party rooms above the ice rink.

Mr Smith said one condition councillors had insisted on was the company putting £150,000 into an account which could be accessed if the facility went bust, to reforest the area.

“They seem totally tied up in the bureaucracy of the planning system. This development has more than £10m of investment to bring about this facility,” he added.

“We put the money into the account, but the legal officers recommended refusal because they were not satisfied with the legal form of this bond we put down.

“If they are not happy they should have told us, as we could have changed it until they are.”

Councillors also raised concerns over the visual impact of the new building, and over the preservation of the forest around it.

“We’re building over one of the existing ski slopes. There was already a dry ski slope there which is highly visible from the other side of the valley.

“What we would put there is a cedar roof, which would be much better.

“We also want to run more outdoor pursuits like orienteering, and use the 96 acres of woods around for educational purposes.”

Paul Wells, spokesman for Wycombe District Council, said: “We are committed to promoting the leisure and employment facilities in the district. However, we are unable to comment on specific applications.”

THE proposed development comes after the original wooden building at the dry ski slope burned to the ground four years ago.

It is believed to have started when a kitchen fire in the chalet at Abbey Barn Lane spread to the roof.

About 50 firefighters were called to tackle the blaze, but they had huge problems in their efforts to extinguish the flames.

The building continued to smoulder because the wooden hut had collapsed and fire crews could not gain direct access to it.

And firefighters faced further problems because there were no water hydrants near the isolated site in High Wycombe.

They were forced to close off Abbey Barn Lane while they used a hydrant at the bottom of the hill in Abbey Barn Road.

The dry ski slopes themselves were not damaged by the fire, which broke out on November 22 2005.

Plans for an indoor real-snow facility had been on the cards at the time however.

Martin Smith, managing director of SD Leisure Ltd, told the Bucks Free Press at the time: “We acquired the Summit around October 2003 and our acquisition was principally to be able to explore the opportunity of creating an indoor snow centre.

“We now have to move at a pace. That is born out of necessity because we have no facility.”

Come on WDC planning this would be a real boost for our community at no cost to us. Wycombe needs projects like this that will appeal to all age groups and all sections of the community. I thought that community development and cohesion was one of your 4 target areas for this year. This is an ideal opportunity to put someone elses money where your mouth is!

It’s about time we had leadership with vision and flair to give us the facilities and services a town like Wycombe deserves.

I expect it would have been a different story if they were planning to build new houses on the site....

Obviously the now proposed development goes a lot further than plans presented and consulted on several years ago.

It appears that greed and profits have taken over.

Unless the developers can consult with planning officers about realistic features, I fear that the scar on the hill will be with us for many years to come.

^ Dont be daft! They added a couple of function rooms - thats all!

...and strangely yes - any company in existance exists to make a profit - otherwise they are called charities. They have consulted with planners extensively - even down to the living roof!. They have bent over backwards to accomodate the needs of the council, but frankly, the council are shafting them. There is only soo much effort they will put in before a neighbouring site with a different council will invite them in, give them a site, add some funding for redevelopment, and ultimately let them do the whole thing cheaper and for less hassle.

For once Ivor has a point - if they had wanted to build 3000 flats it would have been rubber stamped years ago. However, what they want to do is build a new ski slope on the site of an old ski slope. Now that takes some serious consideration.....

Please Please Please, keep pushing for this development. A fabulous, innovative & well thought out facility that will draw people from some considerable distance to High Wycombe AND at absolutely NO cost to the tax-payer?

Hell that's got to be a bad thing... especially as absolutely NO-ONE made negative representations to the planners when permission was originally passed!

Development should have started in Sept last year to be ready for Sept this year... I've driven passed a few times in the hope of seeing some progress... and now I find that its STILL being debated at the planning department.

WDC - pull your finger out and get on with it!

Ivor you oppose the building of a new football ground but that too is a facility needed by the local people, your objection there was not only because of the small amount of council money involved, it was NIMBYISM, if the ski slope project was in the Booker area you would be objecting.
Without knowing the reasons for refusal we can not correctly comment on the rights or wrongs of the council but preservation of the green belt or similar may be a reason for refusal.

What a joke, not only would this be an awesome opportunity for Wycombe, but it really would bring more people to the area to use it. Currently we have to travel to Hemel or Milton Keynes to ski or board. We already have the site, it was once a dry slope, why not turn it around and give people what they want? It was popular before it burnt down, and allowing people the choice of dry slope, and real slope as well as ice skating and climbing facilities would be awesome and just what Wycombe needs. These plans were originally due to be completed by Sept this year. Why has it taken until now to find out that this has been stalled? Come on WDC pull your fingers OUT of your butts and give us something we need. I keep hearing that theres nothing for kids to do, and we apparently have a nation of obese kids, well, stop closing or putting a stop to facilities that could help to change that! What with Hollywell Mead Pool closing, and now no ski slope it is an absolute disgrace.

The Council are absolutely right over this, the development might on the surface appear to be good for the town but we are all bound by the planning rules.

When the travellers tried to bypass the planning rules, there was an outcry, simililarly here, the land in a protected area and as such is subject to more stringent controls.

You people can't have it both ways.

I think you will find that planning rules are in fact guidance.

There is no hard and fast rule about interpretation.

Sometimes, officers support applications under the guidance and members overturn the recommendation.

It can work both ways.

Councillors should be looking for ways in which to support the application instead of finding ways of saying "NO".

Recently had reason to drive around Milton Keynes, a place I always thought would be vile and was shocked to discover just how much there is to do there and thought people must be so happy - ski slopes, water parks, Gulivers World, outdoor concert arena etc.

If only Wycombe could follow suit. I live 2 miles from this development and know it would make a huge difference to my enjoyment of the town. Why can't WDC for once think about what their residents want. God only knows what goes through there minds but it's certainly doesn't appear to be the well being of their residents.
