A £284,000 Government scheme to prevent Wycombe Muslims becoming terrorists has been slammed in a think tank report backed by Wycombe MP Paul Goodman.

The national Preventing Violent Extremism scheme was failing to have an impact on the community said The Policy Exchange – and could be making matters worse.

Wycombe District Council chose anti-extremism projects and was handed £284,000 of Government cash to put them into action.

It came after terror arrests in High Wycombe in August 2006. Some of the men arrested are now on trial accused of plotting to blow up planes.

Mr Goodman said there was “no proof” the £70m national scheme was having an affect.

The think tank report says: “The problem is that PVE – however well intentioned – isn’t working.

“Not only is it failing to achieve its stated objectives, in many places it is actually making the situation worse.

“A new generation is being radicalised, sometimes with the very funds that are supposed to be countering radicalisation.”

It says the “central flaw” was the belief that moderate Muslims who took the funds could use it to reach out to those vulnerable to extremism.

And it says some of these are “stoking those grievances against British foreign policy” and “underwriting” an anti-Western view.

Councils were not well placed to choose projects to bid for funding, it adds.

It singled out a Wycombe scheme, the Muslimah project, which sought to empower Muslim women’s role in the community.

The report asks: “What if women do not want to play such a role? Can they be citizens outside their Muslim communities?

“What is the prevent strategy doing for those who do not wish to define themselves by their faith?”

Mr Goodman said the think tank was “performing a public service by probing issues relating to extremism so rigorously”.

He said: “There’s no proof to date that the programme is working on a national scale.

“There should be an independent review, as Policy Exchange suggests, to establish if there's any real evidence that it's producing results across the country.”

He said he supported the principle of the scheme but was “deeply sceptical about focusing taxpayers’ money on any particular faith community”.

He did not comment on allegations that the cash could be making the extremism problem worse.

The scheme has previously been attacked by Wycombe Islamic Society, which was today unavailable for comment.

Spokesman Zahid Jawed last year said the fund “inadvertently implies there is a widespread problem of extremism when in fact very few people have ever been involved in such things”.

Yet Councillor Tony Green, responsible for the programme on the council, said Wycombe was a “fairly peaceful, harmonious community”.

He said: “By it’s very definition how do you know if it has ever worked? I suppose you could say it hasn’t worked if you get some incidences of violent extremism.”

Finding those who could fall prey to violent extremism was like finding a “needle in a haystack” he said and it was “too early to tell” whether it was working.

While there are “probably better ways of doing it” he said the cash-strapped council was not in the habit of refusing Government money.

The Wycombe scheme started in 2007. Wycombe projects for 2008-11 are; ]

• Wycombe Youth Action – community cohesion officer, youth forums and workshops £102,660.

• Buckinghamshire County Council – training and development for young people £43,500.

• Action 4 Youth – youth work £8,000.

• Wycombe Race Equality Council – exhibition and workshops £18,000.

• The Karima al-Marwaziyya Foundation – young Muslim women workshops £2,642.

• Jamia Rehmaina Educational Trust – Muslimah project for Muslim women £10,000.

• The Catlefield Oakridge Trust - Muslimah project for Muslim women £9,860.

• Bucks New University – identifying ways of preventing extremism among students £7,000.

• Bucks Association for the Care of Offenders – recruitment of mentors to help offenders settle in the community £3,000.

UPDATE: Wycombe District Council provided an incorrect figure for the Bucks Association for the Care of Offenders. The group was awarded £3,000 and not £33,000. This has amended the overall figure.

I see a contradiction in the article. The title says it is "not working" whereas Paul Goodman says there is "no proof" it is working. The two are very different things.

Just because there is no proof, it does not mean it is not working.

I find it hard to imagine how they could ever get proof on something like this.

The whole PVE/Prevent strategy does need to be challenged as it is naive government thinking driving simplistic policies and funding streams. But the other key question for me is that we have the wrong groups and individuals delivering these projects who aren't prepared to be critical and challenge local issues and concerns that may lead to extremism in the first place. The other issue that has been raised by myself & others is that extremism full stop should have been tackled and not just so called muslim extremism. I know the BNP are preparing themelves for the fourth coming County & Euro elections and we know that they are in our midst from the members list released last year. Where is the concern here or are our 'leaders' and workers funded by PVE too blinded by the grant money in their coffers to raise this? Are they and the local authorities and the police aware of this as a possible issue? I think not.

I cannot believe that this amount of tax payers money was allowed to help fund these groups, theres a swimming pool in the town that faces closure, a facility that can be used by all members of the community, and we are pandering to a bunch of fringe groups by giving them thousands of pounds, which is being spent how? SHOCKING.

Wycombe anti-terror cash is not working because we have incompetent officers and staff pretending to be implementing schools action plans, running PREVENT steering and delivery groups, being part of various communications forums, promoting and resolving cohesion issues, engaging, etc.

Reality is that these individuals lack the skills to engage and are not challenged to show proof that they are achieving the stated objectives – in fact, they are making things worst.

Most of the ‘leaders’ who are treated by these bungling fools as gatekeepers to that particular community, are actually unrepresentative, extreme, noisy, political and only interested in power and money.

2010 and 2011, the offerings will continue with somewhere in the region of another £700,000 being handed out in just Wycombe. UK wide its around £80 million

I am interested that a number of the workshops held were for Muslim women. I guess the rationale might be that although all of the Atlantic Terror plot accused are men, perhaps it is the women who will keep the men and boys in check?

Could there be any other explanation?

OK – I can help with this one – the individuals tasked with delivering the PVE objectives in Wycombe, the ones tagged as incompetent and lacking any skills by an earlier commentator - are, wait for it – WOMEN.

Steve, this is what you can do to get your hand on that cash:-

Offer training and development for young Muslim people – take a couple of them ‘young people’ to the park and kick around a football for an hour or so - £43,500.

Or better still, become a community cohesion officer, form a New Wycombe Muslim Youth Action Group and pocket £102,660.

Remember, the PVE money is only available for projects that benefits mainly the Muslim community.

Babi Ji,

I agree. Like any other initiative we (the public) should be allowed to see the results. I might sound naïve; but how many people have these groups influenced. I really can’t imagine a show on Islamic art, funded by the public, is going to make a young man ignore his extreme anger over foreign policy and his twisted solution on how to fix oppression. Throwing money at this doesn’t work. If that was the case why didn’t we solve the Northern Ireland problems like this? Stop walking on egg shells and use intelligence and education. Withdraw all money from these pretend groups. Feel free to keep the groups going if they help everyone in the community.

Some ideas with the same logic. For drug dealers teach them to grow their own vegetables? Violent behaviour - flower arranging? Sex offenders – art classes. Where is the money gone?? I would like to know. Even a business plan tells the investor what to expect by way of results.

Intelligence, proper Islamic education, inclusion, acceptance, target driven projects and knowing when to say know to irrelevant projects is the only way to make a difference. Simply using the ‘we have to do something’ answer is wrong.

My gardens in a state – maybe I could start a gardening group for arsonists and get my garden sorted.

Mr Goodman, we are all deeply sceptical about focusing taxpayer’s money on any particular faith community. The PVE scheme doesn’t work. The individuals tasked to produce results are incompetent and lack required skills – they could be making the problem worse.

We want an independent review. Please can we have that?

In the meantime, please can you persuade the police and the council to STOP throwing more of our money at these ridiculous schemes?

This comes down to the fundamental point of evidence, if the outcomes are not there, and if the community is no better now (as I suspect will be the case) than it was a few years ago then this really needs to stop, such investment in projects like these are a complete waste of public money, and I agree with the BNP point, we have this growing within us and no-one is even blinking an eyelid, before we know it theyl have bitten our a55es off and we sit there and wonder what just happened

It’s not just Wycombe dishing out huge wads of our cash for loopy PVE and cohesion schemes and paying the wages of incompetent PVE and cohesion police staff and officers – there are over two dozen individuals milking the tax-payers in Thames Valley Police alone.

Aylesbury, Milton Keynes, Reading, Slough and Oxford also dishes out similar trolley loads of money in the name of Prevent Violent Extremism.

Now, if you tailor your new career to combine all of the above locations as well – it WILL make you very rich.
