A WOODFORD Green man has been banned from making noise for two years as part of an Anti-Social Behaviour Order (ASBO) imposed on him by police.

Raymond West, of Chigwell Road, is also banned from swearing, shouting, entering "any commercial premises" in England and Wales which he has previously been banned from, and consuming alcohol in public.

It comes after the 45-year-old carried out a string of offences including shop-lifting, assault, theft and criminal damage.

He was also convicted of Battery, Criminal Damage and Assault on a police officer in November last year.

A police spokeswoman said the ban on noise applied if he was in the sight or hearing distance of someone "not of the same household, particularly any neighbours".

The ban also applies to anyone within the boundaries of his property.

Since the ASBO was served it is believed shop lifting offences in the Woodford area have dropped by 76 per cent.

The ASBO came into effect on January 21 2009 and runs for two years, but police have only made the information publicly available today after pressure by the Wanstead and Woodford Guardian.

A police spokeswoman said: "On September 7 2007 Bridge SNT attended the home address of Mr Raymond West.

"Mr West then signed an Acceptable Behaviour Agreement between Redbridge Council, The Metropolitan Police Service and himself.

"Mr Raymond West agreed to abide by the detailed commitments he had given on this document, with regard to his future behaviour. Furthermore he promised not to act in any way that was likely to cause harassment, alarm or distress to one or more persons not in the same household as himself.

"Since then, Mr West was dealt with by Bridge SNT on numerous occasions, for incidents including shoplifting, public order offences, criminal damage, theft, anti–social behaviour, and assault on police.

"All these incidents were documented by Bridge SNT and put before Redbridge Magistrates Court.

"On January 21, Bridge SNT secured a Post Conviction Anti-Social Behaviour Order at Redbridge Magistrates Court, on Mr West, who had been convicted of Battery, Criminal Damage & Assault on Police on November 26 at Redbridge Magistrates Court."

"The ASBO states that Mr West is prohibited from: entering any premises commercial or other, anywhere in England and Wales, from which he has been banned, including Tescos and Bodgers. Thereafter any subsequent premises from which he is banned in writing.

"Making noise, shouting or using swearwords within sight or hearing of any person not of the same household, in particular any neighbours, or allowing anyone else within the boundaries of his property to do so.

"Consuming alcohol, or being in possession of an open vessel containing alcohol in any public place anywhere in England and Wales, with the exception of a public house."

He does not look mentally ill, he looks well fed and he seems to have a sun-tan.
I do wonder whether some people who behave as he does do so as part of a life-long strategy to make sure that they are unlikely to be required to do a job of work because of a substantial criminal record, thus making sure of permanent access to the fullest range of welfare benefits.
