A bar manager has had his licence revoked after the establishment was linked to an assault on a customer in October.

Encore Lounge in Hill Rise, Richmond, also remained opened beyond its permitted hours on four separate occasions last year, Richmond Council said.

On October 30 a man was assaulted by a person who had been drinking at the bar.

Richmond Council’s licensing sub-committee heard this would not have happened if the Encore Lounge had closed at midnight, as it was supposed to.

CCTV footage of another disturbance inside the premises and alcohol being served outside of the venue’s permitted hours was also shown to the committee.

Dean Feeney, the licence holder, told the sub-committee that running this Encore Lounge had been his first experience of the licensed trade and that he and his business partner had found it more complicated than they expected.

Mr Feeney, from Enfield, north London, was given 21 days to appeal the council’s decision; if his appeal is unsuccessful the Encore Lounge will be permanently closed.

Richmond Council’s cabinet member for environment, business and community, Pamela Fleming, said: “We will not hesitate to take decisive action against premises which flout licensing laws and cause crime and disorder in our borough.

“A number of incidents occurred at the Encore Lounge last year which would not have happened had the bar closed when it should have done.

“I would like to take this opportunity to add that the vast majority of our businesses fully comply with licensing laws and we support responsible local businesses as much as we can – they are crucial to the success of our local economy.”

PC John MGann said: “Richmond Police, in partnership with Richmond Council, will deal robustly with any premises found to be linked with incidents of crime and disorder.

“The assault on October 30 would probably not have occurred if the premises had been closed at midnight when it should have done.”
