A letter written to the Education Secretary has asked for comments on Surrey's "pockets of significant disadvantage".
Linda Kemeny, Surrey County Council cabinet member for schools and education, wrote to Nicky Morgan MP to highlight concern raised by headteachers about the effect of reforms to the school funding system.
She said: "Surrey was one of the first local authorities to identify deprivation as a significant factor in pupil attainment."
Mrs Kemeny said in 2002 funding allocations were made through a tiered system which gave higher levels of funding per pupil to schools with higher numbers of disadvantaged.
She said: "The Coalition's reforms mean we are no longer able to target funding where it is needed most through the tiered deprivation factor, but instead have to allocate funding on a consistent basis.
"The overall effect of the Coalition's reforms has therefore been to reduce the funding that the most disadvantaged schools received, as well as reducing the funding that other schools received. The Coalition's reforms aimed to make the funding system fairer, simpler, more consistent and transparent.
"Our experience is anything but that."
Mrs Kemeny wants Mrs Morgan to look at this issue as part of the review of school funding regulations.
