Hertsmere Borough Council has agreed to freeze its share of council tax for the sixth year running.
The authority's executive will recommend that the full council votes not to raise the tax.
The council will claim £142.70 from the average Band D household over the 12 months from April.
It will also levy 'special expenses' of £15.99 for the upkeep of parks and open spaces in all areas except Aldenham, £1.06 for allotments in Potters Bar, South Mimms and Bushey, and 16p for bus shelters in Potters Bar, South Mimms, Ridge, Aldenham and Bushey
Council leader councillor Morris Bright said: "It has been a difficult time for local authorities with the cut backs and it is a great achievement by Hertsmere to have not increased the council tax and it is good news for everyone that lives in Hertsmere."
