Police detained 17 suspected illegal immigrants after people reported seeing numerous people getting out of a lorry at Cobham services.
Officers were called to the M25 Cobham services at about 7.30pm on Tuesday.
The 17 people were taken to various custody centres, where investigations will be taken over by UK Visas and Immigration.
Chief Constable Lynne Owens tweeted: "17 illegal immigrants detained at Cobham services yesterday evening. Huge resource implications for us, detention, transportation and custody."
This latest immigration incident follows eight illegal immigrants found earlier this month in East Molesey, after a surprised lorry driver heard noises coming from the back of his cargo.
