Social workers are appealing for a couple believed to have moved to Barcelona to return to the UK with their baby.
The four-month-old child has been missing for more than a month after her parents Mohammed Afzal, 38 and Zainab Rasul, 30, Harrow, fled to Spain.
The couple are believed to have drug problems, and Harrow Borough Council social workers say the child could be at risk.
Harrow Council leader Cllr Susan Hall has appealed to the mother and father to return to the UK for the safety of their daughter.
