How can the fines be LESS than the value of the goods stolen? It is not exactly a deterrent, is it?

£280 fine for stealing goods worth £667 or £344 and a conditional discharge for stealing goods worth £69. It is no wonder that shop goods are so expensive if we are subsidising the activities of these professional tealeaves who appear to face no real deterrent.
